@loopback0 It's the ultimate evolution from previous paper launches. Those were followed up by actual launches eventually. This just makes the actual launch unnecessary, so that companies can do just the paper launch. Saves a lot of money - pure paper launches don't require nearly as much R&D.

It's unclear which rule or guideline, exactly, Signal has breached in order to get banned.
Apart from various / reasons, my money is on breaching the T&C of their advertising contract. I wouldn't be surprised if Facebook T&C include something like "you are not allowed to divulge to a third party the detailed information you get from us." If nothing else, this would ensure that no business can resell their ad space with some smart way to repackage the information without Facebook taking their cut.

Facebook harvests your data even if you don't have an account, so technically they could probably show an ad like that anyway. They just don't want to.

If people pay for developer accounts they are likely to then charge for the apps to recoup their costs.
