News from today: Since it's from our local newspaper, I'll spare you the link to a German page (which is behind a paywall anyway).
A man wanted to sell a moped and thus allowed a 15-year old to take it for a spin to test it out. The teenager then drove away with the moped.
Shortly after that incident, the man discovered his moped on an internet auction site where it was up for sale. He then posed as a potential buyer and asked the "seller" to meet for a test drive which the thief agreed to.
Upon arriving at the meeting point with police in tow, the man was able to recoup his moped while the teenager now does not only face charges for theft but also for driving without a license.

As far as I know, there's no actual requirement for sellers to check such things - it's up to the buyer to make sure that he's actually allowed to use the thing he's buying. I myself also didn't have to show my driver's license when I bought my car at a car dealer.
The seller just has to notify the local vehicle registration department that the vehicle changed ownership.

I do believe there are jurisdictions in Europe where you are liable if you allow your vehicle to be driven by someone without a license. Or it could be an insurance thing.

Yes. Here (the UK) has that rule IIRC.
It would also invalidate the insurance in most cases, which is an additional offence.

@boomzilla An already existing (as in: Available for buying) variant is xylitol - it's roughly 40% less calories, also safe for diabetics and actually prevents cavities (due to the fact that the cavities causing bacteria ingest xylitol but cannot metabolize it).
It's also "natural" (by processing birch bark). And it can be substituted 1:1 with the traditional sugar - no need to adapt receipes. Also tastes the same - the only thing you'll notice is a very slight minty taste if you eat it pure.
The only real downsides:
- It's highly toxic to dogs (similar to chocolate)
- Higher dosages may cause indigestion if you're not accustomed to it (the dosage required is roughly equivalent to eating a whole cake, though!)
- It's currently not exactly cheap - 8€ per kilogram
