More likely an artefact of how the picture was actually taken (note the 'corner' of the table behind the cat)- there's a few of those type of images floating around - typically caused by the subject and/or camera moving (usually both at the same time.) Sadly my google-foo has deserted me this morning, and I can't find any..

My snake is a constrictor. I will drape it around my neck...but never let him close the circle. Front of neck must be clear.

That probably tickled.
I wouldn't handle a snake that big by myself...though its tail around her leg is pretty harmless.

It is clearly a very docile snake. But snakes aren't mammals and just cannot form the same kind of relationships with us.
Based on the docility of the snake, I'd let the kid around it, but I would never let the kid manhandle the snake (especially the head) that way. A defensive bite from that size snake would not be fun for that kid.
