This is the most astoundingly disgusting UI I have ever encountered.
    https://i.imgur.com/FMlNFnJ.png
First of all, half of the time it's halfway offscreen. So if I wanted to access the bottom half of it, I would need to extend the composer upwards instead of it being able to figure out that a menu longer than the screen distance downwards should be pointed upwards like every other piece of software in existence.
Then we've got a text box that shares the same space as menu buttons. This isn't on any list of 'what not to do' in UI design because nobody would be stupid enough to try it in the first place.
In accordance with the NodeBB law that all emoji-related things must not only be stupid but strange too, each tab has a different distance that the tab menu gets pushed down from the search bar. Regional is the longest, where the bar isn't covered at all, and People is the shortest covering the bar entirely, making it completely unclickable.
Here's the reason why it's on the Objects tab. If it starts on some other tab, like the People tab, then the Travel tab covers just under half of that X button. There's another clickable region that also covers almost half of that X button, which when you click it, turns out to be part of the Objects tab. If you actually wanted to click the X button and carefully maneuver the mouse to that tiny region that isn't covered by either tab? SOL for you, it just straight-up isn't clickable. That's right, the X button itself is not clickable at all. Upon further investigation, this only occurs when the area of the X button you're clicking on is covered by the tab bar in general (not necessarily by specific tabs). So if you want to close the menu, you must switch to a tab which shifts the bar downwards, like Objects, and then click on a part of the X which isn't covered by the bar.
Let's talk scrolling. If you scroll down fast and far, expect to wait a good ten seconds while it loads every single emoji in the list. Compare to something like Discourse, where loading everything on the emoji page takes one second or less, no matter where you are. Additionally, every human emoji is in every skin color, collated, instead of just having one of each and a skin color picker like every other app.
Finally, there's a big ol' Legal Information button at the end of that tab list, which is so comically out of place that I can almost believe it's custom. That stuff goes in a unobtrusive 'about' link at the bottom of a page, not in an emoji picker. Jeez.
Who designed this piece of shit?

I doubt that, but it indeed is pretty horrific. I blame the developers trying to abuse Bootstrap in unusual ways unsuccessfully.

Except it's not a menu, it's a floating dialog (not that that's discoverable) that's improperly laid out.

There used to not be a text box at all (to my knowledge). That's new to me.
This probably wouldn't be such a bad thing if it appeared as an in-line textbox control alongside the buttons (with placeholder text), but apparently someone missed a class or something.

I don't know what this means.

Ah, ok. Yeah, I think I get it. I think it's supposed to look like this normally:

Well, besides the invisible white-on-white text. For whatever reason, whichever section is visible is affecting the height of the tab displacement.

Ah the wonders of a CDN.

Yes, this is indeed fucking strange.

Bottom of what page? Also, you completely missed that it's not filled with legal information at all, but programmatic information:

It does something like that while the emoji images are actually loading. Before the images load, I think it shows Unicode and that's why the separate ♂ is showing up. After the images finish loading, it should just show the emoji... but it looks like maybe your connection broke or something because I see a bunch of broken image icons. Or that was when the emoji was broken or something (it's currently working).

Maybe the emoji picker was designed by the same people who made @Tsaukpaetra's keyboard.

I didn't even realise that was supposed to be a textbox though :wtf:

Also while complaining about the emojicon picker, the sort on the search results when you've triggered by typing is...well, who knows what it is other than stupid.

I've just tried it on :disco:🐎 and while it was less than 10 seconds, it was significantly longer than 1.
⛔🇩🇪👶 takes less than 10 seconds for me. They're almost the same here - I tried it twice in fresh tabs, the first time :disco:🐎 loaded them all slightly faster, the second ⛔🇩🇪👶.
