with this one simple trickfrom 21 to 24 by disabling NTFS compression.Now all he has to do is disable NTFS compression 12 more times.

@ben_lubar To be clear, that is the FPS while doing nothing and looking at nothing. That is the maximum framerate.

Hm interesting. I'm still going back-and-forth with Arenanet on why their game runs so shitty. They had me run a tool called GPU-Z, and it told me my GPU's performance was capped due to: VRel and VOp.
vRel = Reliability. Indicating perf is limited by reliability voltage.
VOp = Operating. Indicating perf is limited by max operating voltage.
Pwr = Power. Indicating perf is limited by total power limit.
Thrm = Thermal. Indicating perf is limited by temperature limit.
Util = Utilization. Indicating perf is limited by GPU utilization.Is it possible my GPU isn't getting enough power? Or is that the normal thing for a GPU to be limited on if it's at capacity?
Let's try DOOM...
Ok DOOM reports the exact same PerfCap reason, but when Doom does it my GPU's at 70% power consumption instead of 50%. (And of course when DOOM does it it's running at a silky smooth 60 FPS no matter how many enemies are on screen.) I have no idea if that's significant.
EDIT: ok a little Googling shows that that PerfCap value is perfectly normal for NVidia GPUs. It means the GPU wants to increase its clock rate, but doing so would exceed the safe GPU voltage. The reason I see both is because my card isn't overclocked, and so the maximum reliability voltage and max operating voltage are the same value.

Fortunately, I believe that we've identified the issue, however, there is a down-side to it. The issue is that you're reaching a Voltage limit on your GPU, it's being throttled down due to safety reasons/setting for your GPU. This can be fixed, however the bad news is, we cannot assist you in troubleshooting this directly, as it's not an Arena Net product (liability issues).
I apologize that we can't provide you with troubleshooting at this point, but I'm glad we found the issue causing your low FPS. If you have further questions, let me know :).

No, I'm sorry, you didn't find the issue.
Those values are perfectly normal for NVidia games running the GPU at capacity. The "voltage limit" you're talking about is the one set by the manufacturer of the card, not one I set myself via overclocking.
When I run 2016 DOOM on this computer, the GPU reports the exact same thing-- the difference is that 2016 DOOM runs at a silky-smooth 60 FPS no matter how many creatures are on screen. Similarly Mechwarrior Online, Elder Scrolls Online, all the games I play that are much newer than GW2 and yet also run far smoother.
When GW2 runs my card at capacity, it's struggling to barely make 20 FPS.
Look, do you have another tier of support you can promote me to? Someone who understands how to correctly read the GPU diagnoses they asked me to provide? It's obvious to me that you can't solve the problem, and I've been going back and forth with ArenaNet support over this for a week now with zero progress.
This response makes me seem like all the exercises you've been doing over the last week have been purely for you to try and find a reason the poor performance is my fault and not yours, so you can get rid of me.
Has anybody EVER in the history of history itself EVER had a tech support experience that was actually even slightly helpful at ALL? I sure as fuck haven't.

Now that I've had a bit to think about it, I should have taken an alternative tack and asked useless support guy what values I should expect to see in GPU-Z while running Guild Wars 2. Then he'd have to either flat-out lie to me, or come clean.

They send another email insisting I was at fault, so I replied with:
The problem is you're misreading the report. A PerfCap Reason of "VRel, VOp" is absolutely normal and expected for this NVidia video card running at capacity. It doesn't indicate a problem, it only indicates that my card is running at close to 100% utilization.
Yes, the GPU's performance is being limited by its voltage. But no, that's not an unusual or strange thing-- it's perfectly normal.

I'd like to apologize, as I was reviewing another GPU-Z with an unstable voltage/power consumption issue (I have multiple GPU-Z tickets open at the moment, but I've closed all others to avoid issues like this again). I was concerned why it sounded like we were looking at two different reports, and again that's completely my fault.
Wondering if that's the truth, or it's his covering for my calling him out. Hm. Oh well.

Level 35 is the lowest you can get rares for. Everything below that is either masterwork (14+) or fine or normal.
