You could give them a page under their account which will list their current decryption key. This page will of course not be easily to find without assistance. To further complicate things, list all of their decrypt keys on this page, but forget to include which files they are associated with. If the re-encryption is put in place, you can do the same thing, just don't list the time period that the key was/is valid for. Then they just see a bunch of keys and have no idea where to use them.

Seems like an odd intention anyway. By stripping out formatting you can actually loose a lot of information from the quoted post. Formatting can convey a lot of information. Stripping it out when quoting is like the automated equivalent of misquoting someone.

Some netbooks and tablets used 32-bit only Atoms not that long ago, though you probably don't need to care about those.
I also saw some recent low-end laptops/tablets with 64-bit capable CPU, but 32-bit UEFI, which basically prevents the machine from booting in 64-bit mode (should be doable through BIOS emulation, but IIRC these things did not have a CSM, so no BIOS-boot).

The thing is, most (if not all) desktops and laptops made in the past 5+ years have 64-bit capable hardware. The ones sold as 32-bit just have a 32-bit OS installed on top of the 64-bit hardware. The OP should be asking:
What percentage of people are using 32-bit OSs vs 64-bit OSs?
If you want to expand beyond desktops and laptops, you'll have to find someone else with more information on the subject.

Ummm, well, Jeff said they want to try to fix the problem. If he's denying facts, or refusing to accept them, it will make it harder to identify the actual problem. In the end, he could waste precious development time "fixing" phantom issues, while producing no real benefit. Flying a plane is orders of magnitude simpler than driving a car. The only obstacles in the air are heavily regulated and monitored.
