I actually tried to look if some law prevents the phone manufacturers from just respecting the sound settings of the phone with AMBER alerts. Couldn't find any on a brief search. But lots of instructions on how to turn off the alerts. In fact, it seems to be easier to turn AMBER alerts off entirely than to make them respect the general sound settings.
IME, the alert system does respect your phone's audio setting. If you have the phone on vibrate, it won't make any noise through the speaker. You can also turn off some but not all of the alerts: AMBER and some other less severe levels can be disabled, but the top-level emergency alert can't. So what do the geniuses do? Send all alerts at that highest level, whether it's a (hypothetical) nuclear bomb headed towards you, a (real) storm coming to your area with tornado-strength winds, or a child halfway across the province that was seen getting into a Honda (and was already located safe and sound by the time the alert went out)

I've been enjoying May so far. Sunny-ish and 15°C-20°C is perfect.
Friends and relatives slightly further south have been complaining about the heat, though. They've been hitting the 30°C mark a few times already. Didn't sound great.

I've visited Houston and Singapore, so yes.
(Actually, we've had sunshine every day, but only for a few minutes after dawn and a few minutes before sunset. Clear overnight and cloudy in the day does not encourage warmth.)
