    Filesystem efficiency. General-purpose fiesystems don't handle directories with tens or hundreds of thousands of files all that well. There are special-purpose filsystems that do (reiserfs among them), but those are not available everywhere.

    Many other programs use a similar arrangement too. Git has only a single level of two digits, while Squid uses a similar arrangement to Firefox.
