Digital Art Tool Recommendations for Composition and Color Schemes

I was watching an illustration tutorial on youtube, and the youtuber was using a table and different programs for the demonstration. I don't have any plans to do digital art, but it seems to me that the tools would be very useful as they would allow me to try a bunch of different compositions and color schemes in a short period of time.
Do you digital artists here have any recommendations for tools for someone with no prior digital art experience and a primary interest in composition and color scheme design?

A wooden table is obviously required for taking pictures of your digital art.

In addition the Color Composer requires that you have Internet Explorer version 5 or later with the Flash plug-in.
