Yes, in fact it does because it isn't limited to Microsoft-only apps. It's a platform just like the Google Play Store and whatever AppleIos has. Yes, it has mostly "any-device" apps, but there are also Desktop-only apps.
I'm not saying I like the Windows Store. Just that it exists. So there.

On 8, they packaged that version along with the desktop one, and it made its own ChromeOS environment inside the app. They have otherwise refused to release anything useful in any variant of the store. And fair enough, since the standard desktop version works. They don't need to do the work to port it.
Remember, they also are violently against the existence of an official Youtube app on a Microsoft platform.

Or in fact Google redirection service should block redirect URL request that with referer URL not set to a goggle based domain, if it's sole purpose is to keep track of clicks.
That would break tons of links because when you right-click a Google search result and copy the link location, that's the link you get.

Why would you want them to be free of their containers?
I mean, the store does also list desktop applications, where it takes you to their websites to download them, but the point you're making is complete nonsense.

Again, it's extra time and trouble. Unless you really dislike those links, it's not worth the effort.
Plus, the real link might also redirect, and you might prefer the address before the redirect. From system record, yesterday, telnet://ptt.cc get 148,881 concurrent users and on 2015/11/14 there was 173,077 concurrent users (peak of last month).
That's pretty much the max amount the system can handle, as these days when you try to login at night time in GMT+8 zone, you're likely to be greeted by "Too many users, cannot logon" message.
