It's apparently very popular to have icons that represent an action, and you're supposed to intuitively understand what the icon represents. Great idea, but not always executed very well.
The Azure management portal is such a place, when navigating menus they hide the text and show only icons. It's annoying to have to re-check what the icons mean, and sometimes they change. But this, today, was too much to bear.
Bonus points if you manage to guess what it means.

That would be my guess too, especially as I already happen to know that Azure has things in it to support Hadoop. (Not used them personally, but know people who have…)

He installed Visual Studio 2013 Update 3 already so he has to option to turn the ALL CAPS MENU'S OFF.

This option maps to the user's current registry state, so that users who have already turned off All Caps in the registry will continue to see title case menus.
