Why is this in the Unicode specification?

Unicode isn't about WHY, it's about WHY NOT!
-
Science isn't about why - it's about why not! Why is so much of our science dangerous? Why not marry safe science if you love it so much? In fact, why not invent a special safety door that won't hit you in the butt on the way out, because you are fired!
Not you, test subject. You're doing fine.
Yes, you. Box. Your stuff. Out the front door. Parking lot. Car. Goodbye.

Now if they could only fix Notepad to recognize LF line endings properly so I don't have to futz around with it's CRLF nonsense...
Try Notepad2. It handles different line endings and encodings just fine and has a number of useful features, but it's less bloated than other editors (it's not an IDE).

It's not about me opening the files really. I know to either open them in Wordpad or save them as unicode and reopen them. I almost never open anything in Windows on my machine anyway.
But I send files to other people, and most of the time I don't even think about problems someone could have by opening a UTF-8 encoded file that in 99% of the cases contains nothing outside the standard ASCII set. I also had my colledge assignement code fail just because they fed it a text file from Notepad and I was working and testing on Linux.

I've run into this problem at school myself. I always make sure to test both ways now to be sure

Awesome, Firefox and IE support it, Chrome does not. (try visiting me in Firefox or IE)
