Yes, it is a plugin, called User Notes. We've modified it a bit and obviously need to do some more modifications to it (as it shouldn't permit an anonymous user to enter a note! Let alone see that the feature exists -- I'll get that added to our ever growing enhancement list) -- thanks for the report @Buddy
Now off to read what this thread is about!

Probably not; it's a .NET 4.5 assembly.
All it does is pop up a box saying 'It works!', then quits. I know, it;s lame. But it amused me for five minutes
