I think it’s by design, to indicate that the category has limited access (note that there is the same icon in the “Bug” category). Not really sure, though.

Well, the icon is "this topic is in a category that not everyone can see"
Not sure why the reply as new topic is wrapped like that, but you might want to try posting this on meta.discourse

Oh, well that's totally obvious and intuitive then! I bet it's documented too. How silly of me to go asking silly questions!
But yeah, the 'reply as new topic' link is still messed up.

And private messages have a similar iconography (just an envelope rather than the crowd icon)
