What was that about real artists shipping?

You know how US immigration laws can be hard to deal with sometimes? Specially if the immigrant is going there for work?
Someone had an idea to bring work from abroad and reduce the immigration hassle by getting the foreign workers on a boat. Away from the land and on international waters.
What I thought when I saw it:

I still laugh every time I read about immigration laws, especially in the US, because I just think about how the 15th-century Europeans were so concerned about adverse effects of immigration when they first arrived.
I mean, seriously: they just showed up and say "Hey, we're here!" and now their descendents insist on telling others they cannot stay.
I don't actually understand the philosophy behind country borders anyway. Well, scratch that; I realize that the controversy only arises because of taxes and social programs - specifically that the majority of the taxes can only be collected from those "registered", but many social programs (this includes things like higways, police, etc.; not just traditional welfare and emergency health services) are available to anyone regardless of registered status.
