What's the best way to create an ico file for an application?

Is there a good way? One where I can use a real image editor, not that abomination in visual studio?
Or do I have to do the create, copy, paste, hope it didn't mangle things dance a bunch of times?

This works ok and you can use Paint.net for the source PNG : https://convertico.com
There are lots of other online/offline free tools but they got annoying fast when I had to make some icons, especially if you need different sizes.
I got work to buy a licence for some package which was great, I'll look it up.Edit: It was this, it's fantastic and reasonably priced: https://axialis.com/iconworkshop/
If you only need one icon at one size it's maybe not worth it, otherwise it's great.

@benjamin-hall Last time I needed to, I used this Paint.NET plugin:
Make the layer names in your image match the icon size you want to save.

What @pie_flavor said. Just create an image with one or more layers, one icon size per layer (with the layer sized accordingly), and then export the image as .ico.

Thirding GIMP, it's the best software I've tried for making icons, especially for the 32bpp versions.

I use GFIE to combine everything into a final ICO file and to make adjustments for the very low resolutions and colors. I make the source graphics with other tools (like Illustrator).

Clearly, the solution is to hold an ICO to raise funds to commission a .ICO.

I like a program called IcoFx that I got from Portable Apps (https://portableapps.com/apps/graphics_pictures/icofx_portable)
It's an older version (1.6.4) but it's freeware. The newest version seems to be commercial software

When I was doing Windows 8 apps I used this one:
I don't remember using the editor but it did make it easy to browse and choose suitable icons.
