Claim:

Using advanced rigour and mathematical techniques, I’ve derived a far better model of total delay from times delayed:
Making the total delay 252 days: a release date of 2020-12-24.
So clearly CDPR intended to release for Christmas all along.

So the Xbox Series X will release before Cyberpunk, meaning that if you want the best console experience those who bought a Cyberpunk themed Xbox One X will never get to play the game on it.

Their announcement says something along the lines of having to test for 9 platforms (xbone/x, compatibility on series x, ps4/pro, compatibility on ps5, pc, stadia). Note that it says compatibility on for the next gen platforms. I guess that would mean that it's not a "true" next gen title? (Also, it seems like they count xbone / xbone x and ps4 / ps4 pro as separate platforms to test on.)
Also stadia. That still exists?

Nah, it's just programmer speak coupled with English as second language. They meant they need to verify that there are no major issues on any of those devices.

They're different devices with different specs; it makes sense to make sure it works on all of them, similar to how iOS apps devs make sure they work on all recent iPhones and iPads.

Assuming they are doing enhanced features for the Pro and X to tick that checkbox, like higher resolution/framerate/fidelity.

AFAIK they already announced that the "true" next-gen versions would be released later and that next-gen consoles would get the current-gen version at launch.

No idea what that graph is and how to interpret it (it's missing crucial data), but as mentioned before whoever made it has never heard of convergent sums.
I think I've seen both xkcd and oldnewthing show how to use the change in predictions over time to get an actually useful prediction, just presented in a slightly different way. Can't find the xkcd one and the oldnewthing has suffered the fate of MSDN migrations.

That's weird, considering that PC ships with RTX ON out of the box.

Conjecture: Might have gotten help from NVIDIA to implement that, so it might not map one-to-one to what you need to do on the consoles. The rumors regarding RT perf on the consoles is still all over the place as well (with some claims that it will be less than or maybe on par with the RTX20xx series), so that might also play in.
Either way, ray tracing isn't the only new feature on the new consoles. IMO, the increased IO capabilities are in many ways much more interesting.
Still, today's the announcement for the new AMD GPUs. That will give some indications on what the console GPUs are capable of (based of the same arch, I think?).

These particular rumors were conclusively debunked by Sony's and Microsoft's own presentations. Raytracing is the selling point of the next gen, together with stupidly high speed SSDs.
The only explanation I have is that originally they didn't plan to release on PS5/XXX at launch whatsoever, but the delays push the game's release date behind the consoles' release dates and now it would look really stupid if consoles were left behind. Or they want to cash in on being the early bird while there's still no competition from actually good looking games on that platform.

With all the craziness we're witnessing regarding the PS5 launch, I also wouldn't be surprised if there wasn't enough time to test on the actual hardware. At this point, I'm not even willing to believe that they're ready to ship a significant amount of working consoles at the official launch date without any hard proof.

I just hope that CDPR will give Path of Exile devs sufficient notice that they're delaying CP2077 to January, so that the expansion can be un-delayed
