I agree with that, but you were referencing SO as justification for the gamification metrics applied to/planned for Discourse. Unless I misunderstood.

This is not a rep system based on fact data and science, though, Discourse is a trust system of opinions and participation.

Honestly, though, there is quality SO content, but a lot of new questions come from (mostly Indian) programmers who not only lack in basic English and formatting skills, but also post 300 lines of code and are like "my shit don't work, why?"

Those are easy to deal with. Close, and comment “because you suck and should at least try to fucking google for that error message” if you're feeling nice and helpful. This would in fact be an appropriate point to Glanstron them.(I mostly hang out in some of the lower traffic tags, where good questions are still asked. Chasing rep in the big tags is hard because people are trigger happy there.)

They do. The UI doesn't show it (values less than 1 are displayed as 1, at least for ordinary users; I don't know about what moderators or admins see).

It costs rep to downvote someone. Why bother? Wait two minutes and refresh, poof, you'll never see their question again, it's all the way on page 3.
Downvoting is only useful if you care more about making the community better than your own personal rep.
