It's clearly a bird (eyes are a giveaway, as @dkf said) but

I can't figure out how it works. The outer edges of the circle don't seem to move. The arrows don't actually seem to matter.
Edit: the ratio of stroke to fill seems to change? I think it's heavier on one side than the other. Or they're just rotating at different rates.

The arrows matter because they condition your expectations at a higher level. Part of your brain is seeing the rotating circles as “Oh, we're moving somewhere!”, another part of your brain is seeing the arrows and going “Oh, this way!” and then a higher level part is going “moving + this way = moving this way” before a much higher level part of your brain goes basically “ What are you guys doing down there?!”.
Wonderful illusion.

Hmm, yes. Oh well, one theory partially scotched… but the arrows definitely reinforce the illusion. It's very strong…

It’s hard to see with all the , but the rings are not properly rotating.In the first segment, where the apparent motion is sidewards, the outer and inner edges reverse whenever they cross the top and bottom.
very delayed edit: so to make it “move” right, it’s just applying the expanding illusion to the right-hand side of the ring, and the contracting illusion to the left.

I saw a hole in the show, FWIW. Then the context said it was a guy, then the hidden context adjusted perception to "lanky bear cub", and now it's apparently dog.
This has to be an adversarial record!
