Me: Sure. Click on 'Tools' and then--
[Dev clicks on Tools -> Customize...]
Me: No, you went too far ahead. Cancel out of that... okay, now click on 'Tools' and then 'Options' and--
[Dev clicks on Tools -> Options -> Text Editor]
Me: No, not text editor. We need the XAML editor. Scroll down... there it is... okay, so check 'Enable XAML Designer' and before you close...
[Dev checks and immediately hits OK]
Me: sigh Ok, don't hit Restart Vis--
[Dev clicks 'Restart Visual Studio']
Me: long sigh Did you hear what I said?
Dev: Huh?
Me: Don't click on things until I tell you. I wanted you to check something else before we went through all this.
Dev: Oh.
Me: Okay... now that Visual Studio is restarted, let's load up the solution, and then...
[Dev loads the solution and then clicks on an xaml file]
Dev: Hmm, something is still wrong.
Me: [gritting teeth] yes because we still have to do that thing you didn't give yourself a chance to do.
Dev: Oh, so...
[Dev clicks on Tools -> Customize...]
Me: NO!Yes, I know TRWTF is I wasn't just controlling the remote session to do this.

I would stop, but the airfare to do things in-person would be prohibitively expensive.

Ah. I missed some context from it, it would seem...
The concept you're talking about is still relevant, since as I implied in that little tidbit at the end, there are methods that allow one to control one's mouse and keyboard remotely. I was just doing this over Skype and didn't bother to move to something else since the issue at hand was, in the end, simple and straightforward if not for the remote dev going rogue all the time.

There are two people at work who do this pretty consistently whenever they ask me for help. Part of our interface involves some drag-and-drop, and he'll start dragging something I never asked him to even touch to the trash can, and despite me shouting "No! No! No!" for the three seconds it takes him to complete the move, he'll do the deed. Now, yes, you can undo it, but it's still frustrating as hell.

I dunno...what's "Customize..." do?
Lets you add, remove and move around menus, toolbars and buttons. Unless your problem is lack of some button, it's never going to be helpful to you. It's Using Windows Programs 101.

Can you charge it to their business unit? Make a deal with IT Support (if you're not already in it) so it's a business unit to business unit thing, but make sure it's itemized in a way their manager will understand.

I work for a company of about 20 people. That kind of nation-state empire stuff isn't really present at our scale.
