I've long wished Java had never allowed the synchronized keyword as a method modifier. People who know nothing about concurrency just slap that on there as if everything's thread safe now. If only synchronized blocks that were explicit in the monitor were allowed at least you'd be forced to think about what you put in there.

You keep discussing all the techcrap WTF's, which is OK because there is plenty of it, but the biggest WTF is not what kind of messed up process ensued to end in this message, but the fact that it says "your lastname must be between x and x bytes".

You count wrong.I agree. Look at the side facing the camera. It's a straight line where it meets the ground and it's a straight line where it meets the roof. The two front "sides" together are the same width as each of the other five sides. Through some pretty simple deductive geometric analysis, you can conclude that that is one side, not two. It just happens to have something going down the middle.
Or in short: it's a door, not a WTF.

In my experience it's web apps that do that the most (although the other way around; they specify black text with default background) and to the best of my knowledge Firefox still doesn't let you override the system colors for color of textbox/text (which is ridiculous, because clearly web pages are something that you don't want to intermingle your theme with, since no other part of the webpage will use your custom style.
With Gnome at least you can wrap a program launcher with a script that sets the theme to default for programs that don't play nice. A notable one was OpenOffice the last time I checked (spreadsheet has black cell text and borders but happily uses my dark grey background).

My guess is that the person designing the queries couldn't figure out how to limit the number of records returned for whatever vendor he was using and so found some obscure JOIN that would do it for him, in conjunction with that table.
So like
WITH cte AS (SELECT 99 as qty, table.rowtoprint FROM table ORDER BY rowtoprint ASC) SELECT * FROM quantity LEFT JOIN cte ON quantity.qty=cte.qty WHERE quantity.qty=99
Or something along those lines, instead of say
SELECT * FROM table WHERE rownum < 100 for Oracle
or
SELECT TOP 100 rowtoprint FROM table
