Image-Line Studios, developers of the program FruityLoops, have a penchant for doing things right. They utilize DRM in their software, but at the same time, provide free updates to their valued customers. They produce random plugins and add-ons which actually have some value. And they're generally not evil.
Sometimes, though, even Image-Line messes things up - and in this case, they require ASIO4ALL, a bit of software which has a minor developer add-on in the installation program, one which does little but take up space...

On the plus side, it was nice of them to inform the user before installation.

There are actually two WTFs (at least for us germans).
"Wuschel" is a cute word and can be translated to english (according to leo.org) with "to tousle". Never heard this word before, but it seems to be the right one.
Can they really make my PC cuddle me back? I ♥ my PC ;)

The Real, real WTF is that it has actually proven useful for me.
Off-line settings are used to configure ASIO4ALL without starting the Host (In your case FruityLoops, in my case it was Ableton Live)
Ableton Live wouldn't open the Asio4All configuration panel because it was configured incorrectly (yeah, TRRRWTF)
I could open the Off-line settings and change the settings and after that I could change the settings in Ableton Live.And I agree with Dhromed, Image-Line has nothing to do with this at all.

My apologies - it was mostly because I was installing FruityLoops when I ran into this. I see now that it's in no way limited to just this /one/ program - more that it's software added by a host of publishers. (And that it's more a translation WTF than a coding one.)
Major thanks to ammoQ for moving this into the right folder, too.

So many real WTFs here.
First off FruityLoops.
Second windows having such a screwed up sound driver that it is unusable for low latency realtime audio.
Third needing ASIO4ALL to fake an ASIO driver to a windows sucky driver because you don't have a real sound card or external converter that comes with antive ASIO drivers.
Just remember all this software for making sounds and music....... none of it has a talent button or plugin.
