Front page WTF

(inb4 inevitable "what front page?" joke...)
Have a look at the front page. There's a header at the top of the page. HTML source identifies it as
<div id="Navigation">
. It commits one of the classic s of modern HTML: it covers content while being a sub-element of the main scrolling element of the article, meaning that when you hit SPACE or PG DN, you end up with a bunch of text that you haven't read yet hidden underneath the header.Can we please get this fixed for 2020?

E_NO_REPRO. Before hitting space:
The green part is my taskbar below my maximized browser window. After hitting space:
"but a more" and "had been tasked" are visible both before and after pressing space. The heading is also very slightly semitransparent, allowing you to see text through it if you look carefully.
