It's one of the new ones they added for tablets and projectors and such, it flips the screen 180 degrees. (For example, if your company has a projector mounted upside-down.)

If you have certain display drivers (Intel ones is what I can think of right away), then Ctrl-Alt-Arrow rotates the screen in that direction.

Nope--I bet that's the Intel video driver--it has hotkeys to rotate the screen.
@Yamikuronue can actually go into the "control panel" for the drivers and disable the hotkeys.

That was already there waaaaay the heck before tablets arrived.
My old Fujitsu Notebook's Intel graphics driver (ca. 2005) already had those combinations.

In Linux (at least with Gnome or MATE), "Ctrl + Alt + an arrow key" changes workspace.

You are correct, but I'm curious what in the highly-cropped screenshot leads you to that conclusion? Obviously I said it was Windows underneath, but I feel like having the ability to recognize an OS in a super-cropped screenshot could be a useful skill to cultivate, so I know I sound totally passive-aggressive and sarcastic right now but I'm actually curious.

The Aero titlebar? The gradient of the menu bar? The fact that the shortcut keys were reasonable things like "Ctrl" and "Alt" rather than "⌘" and "⌥" and "🍏"?

Yep, Aero + that font + the gradient on the menubar are obvious signs for being a screenshot taken on Windows.

The title bar is Aero. Meaning, it's either Vista or Windows 7.
EDIT: that said a lot of Linux distros like to shamelessly rip-off Windows and OS X, so there's a possibility it's one of those.

It's harder to tell that it's Windows 7 instead of Vista. Not sure I could tell one way or the other at this point (it's been some years since I've regularly used either).
Of course with 8 they abandoned Aero and it's flatter (menus don't have gradients, borders aren't rounded), a style that I personally prefer. It'll be interesting to get a feel for 9, but so far it looks much like 8.

Aero is Aero. It's identical.
You need to see more than that image shows to tell Vista apart from 7, the taskbar is a dead giveaway.

That button placement makes no sense. Why doesn't it goddamn either fit to width, or get uniform margins on each side? It wasn't so egregious on the non-flat buttons, but here it just look stupid.

The actual hot zone is all the way to the end of the window when the window is maxxed, and the border allows for resizing when you're not maximized.
Not saying it's good the way it is, but there is some kind of UI logic behind it.

Careful, your Polish is showing.
Anyway, there's no UI logic whatsoever behind it. It's like they were going for the implicit border for resizing from the right, but not on the top - instead, they shoved this little bit of space below the button, which is also wider than the little bit of space to the right.
And if you mouse over the "maximize"/"restore" button, there's also a tiny, 1px margin at the left. And if you look very closely when mousing over, you'll also see that the "Minimize" button is actually wider than the "Restore" one, despite having a narrower icon.
In short, it strokes those OCD* enough in exactly the wrong way.
*in the "pissed off at small misalignments" sense, not the "actually crippled with a serious mental disease" sense, to preempt the dickweedery.

Never implied it was good logic. Or useful. Or consistent. Just that there was some kind of logic.
Aside from that, I agree with you that it's inconsistent and mildly bothersome. If I had to take a stab in the dark, I'd say it's because the thing is based so closely on the Aero chrome, which did use a wider icon for the minimized button.

Are we even sure about what species the baby is? Baby seals are much less good at walking than baby deer…
