On the old forums, if someone didn't agree with you, they wouldn't attempt to hack into my account here. Oh and they wouldn't go over all my content uploaded to Steam and and hit the "inappropriate" link on every single thing. Because they weren't fucking dicks.

As a person who is not a steam-dev I wonder: what does flagging as inappropriate have as a consequence? Is there a system like in Youtube where some poor steam-worker goes over your content, says to himself "boy, another day where somebody abused a system" and marks your stuff as normal again? Or are there actual consequences?

I never got IP banned anywhere (since there was no reason), but I always wondered how anyone intends to do that in my case for example, where I can't have the same IP for more than 24h even if I wanted to. What, ban the whole ISP range?
Ok, I can, but the extra charges for that are insane.

It would be moderately effective on Comcast networks. Before I got my static IPs, my IP address never changed unless there was a power outage, but usually not even then. For DSL though, which a huge chunk of the world is still on, good luck with that. IP bans would only be effective in keeping out all of Russia or Nigeria or something.

It looks like the only thing that Steam actually blocked was our Legendary let's play, which I had put under "Guides" sometime after Steam introduced the "Guides" feature, and before they told us what the holy fuck it was intended to be used for. Considering the comments on that, it'd probably been flagged by at least one person in the past.
It's a shame because it had some positive comments, and it was a legit 100% playthrough, and it's not like Legendary has a thousand other guides being such a shitty game.
The other stuff appears to still be live. Bitch as I will about Steam, they at least seem to know how to handle community abuses in a reasonable fashion.

And now with Carried-grade NAT banning one IP will ban a whole residential network. Using any sort of IP ban is probably unreasonable at that point.
