Whoever wrote that doesn't know what they're talking about, is my guess. (There's some stuff on reddit where people are guessing a buffer overrun is leading to code execution...my guess someone thinks it's an infinite loop, and that there was a garbling somewhere.)

A random SMS is likely to contain gibberish when interpreted as machine code.
