I keep getting the "Welcome..." toaster

Bug: every once in a while, when I try to make a post it shows me the attached window. It is not one of my first two posts. For some reason it doesn't always do it. (It's not doing it now.) No idea how to repro but it did come up on my last answer to this thread: http://what.thedailywtf.com/t/fixing-whitespace-in-a-post-doesnt-work/694/8
Expected result: It says "This panel will only appear for your first 2 posts", so the panel should only appear for my first 2 posts.
Actual result: The panel appears randomly. I have more than two posts, so I shouldn't ever see it.

However looking at your profile, you have created more than two topics (5) and more than two replies (11). So that is odd.

Now that you say it, I actually even posted the wrong image. This one I posted I actually got on creating the topic (and then I thought, let's screenshot it to show the admins) and I got the other one trying to reply to it.
By the way:

Reason: not every community is or wants to be civilised.

Feature request: username history
If anything, I think username history is important to keep as to avoid people reusing someone else's old username, which could produce confusion. Hmm.. then again, it could potentiate username squatters.

By default, users can only self-change their username for 3 days after joining, though.
After that the username is locked in unless you get a staff member to change it for you.

Are you still seeing the new topic / new reply toast? That is very odd, as it should be checked based on your reply and topic count which are well above 2.
