Well, I checked their site and apparently they still advertise it as Windows 98 compatible. Unfortunately it doesn't appear to be as exciting as the name suggests:
PIC-Logicator software provides a full range of control operations: switching
outputs, sequences, timing, counting, using feedback from digital and analogue
sensors, sub-systems, logical and mathematical functions. Interrupts
provide parallel processing.Commands are also included to make use of specialist features of a PIC, such as accessing the chips's EEPROM memory; putting the chip into low-power mode; outputting information to a serial device such as a printer or LCD screen.
The current version of PIC-Logicator is Version 2 (PIC-Logicator 2005) and is for use on Windows 98, NT, ME, 2000, XP.
