I think it just means they may charge the card at some point 90 days prior to THE DOMAIN's expiry date and that domain may be renewed for less years than the amount you previous used (for example if you bought a domain and paid for 3 years, they may only auto renew it for a year when time comes). Also, they will charge the price at that time for the renewal, not the price you initially paid for the domain (for example, if you paid 8$ for domain and paid in advance for three years, and now three years later new domains cost 11$, they will charge you 11$ not 8$).
It's just written like lawyers would write, nothing special.
It's still a shitty move from network solutions, whom I never used simply because they're just as shitty as godaddy (they used to do stuff like catch the domain names you searched for availability on their website and reserve them, then drop them before they actually had to pay the yearly fee if you didn't come to them to purchase)
I personally use namecheap.com and found them great, have about 10 domains with them with the oldest about 8 years. If I'd have to move I'd probably go with gandi.net or accept an offer from my dedicated server company for an Enom reseller account
Here in Romania, with my probably 5-6 year old prepaid mobile phone sim card, I pay about 15-20 euro cents a minute in the same network and 20-25 euro cents with landlines and other networks. I could buy a newer prepaid card or get a 4 euro subscription that has probably 5 euro cents a minute within network but I'm too lazy to do it and waste time transferring numbers between cards and so on.
When I upgraded my internet connection, I also got free "landline" (it's actually voip phone through the cable) and I pay 0.023 euro cents/minute with any networks in the country including landines. And there's a 60 minute package for International calls (most Europe and US) for 1.4 euro:

It's so sad to see how monopolies keep the prices high and countries back in regards to innovation and technology.
Send the guy instructions on how to change the color scheme to "High Contrast" in Display Properties > Appeareance.
Or teach him about "View > Page style > No style" in browser menu.
Your version would seem better to me, because there's two variables on each case.Had it been just one, I'd go with the first (with the improvement in the comment below your original post).

why are those even needed.... I guess when posting, to suggest tags... but you could use ajax to retrieve the list just when user actually clicks on the Reply button
Could at least use gzip encoding to send the page compressed to users, saving bandwidth and making the pages feel snappier.

It's Google custom search... you're supposed to search, the search page contains some CPM ads, he gets paid about 1-3 cents for 100 searches.
It's profit for him - after all it looks like a spammy site from the start
