If you are running SQL Server, the first migration is pretty easy, you can create a script to replicate all the tables and sprocs. But after the DB is running you'll of course have data in production that you don't want erased. Red Gate makes a product called SQL Compare that makes it pretty easy to figure out what tables and data are different between two SQL Server instances and what to migrate.
SQL Server doubtless comes with a tool to do the same thing, but SQL Compare is pretty painless.

RE: C# verses VB.Net
One thing to consider career-wise is the salary differences between C# and VB.NET programmers. Folks incorrectly assume that VB programmers have less education/experience than C# programmers, and salaries reflect that:
So, if you are hiring developers, VB programmers may be cheaper. If you are working as a developer, you might want to pick C#.
Since the languages use the same common language runtime and the are converted to the same intermediate languages, the actual difference is purely syntactic. (Unless your VB programmers turn off Option Strict and Option Explicit, which can lead to a slow and buggy application)
The real question you need to ask yourself is: Do I like curly braces or do I like begin and end blocks?
