Except for the fact that the page/video loads awfully slow, it loks fine for me, which is somewhat amazing due to the fact that my IP comes from Germany. But, Copyright (C) 2007 probably refers to the actual software which is used to stream from their server, and not to the content (which isn't their copyright anyway).

Storing data in a fixed width column set makes sense if you want to be able to seek in the data fast (i.e., because you don't read/process it sequentially). You can calculate the start of any field in the file by simply multiplying the record width in bytes with the record ID you're looking for and seeking to that offset, which is exactly what pretty much any database does to optimize row accesses, besides having indexes (and I guess you're loading the data from the TSV-file into one).
As such, this part isn't bad design, and encoding the sign in the number saves you 100/recordwidth % of the total storage for a fixed length field, which I guess is quite some space (in the megabytes) for the number of rows you're handling, even on the test file.
What I personally find disturbing though is the fact that the numbers are stored as plaintext; encoding them as binary integers of a fixed width would make so much more sense... -

The real WTF is that people still use primitive technology like Internet Explorer and Windows...
It's not about Internet Explorer or the like. Sometimes, when the advertising on that page is really obnoxious (not simply a "pop-up"), you'll see the page being grayed out, and some form of ad-image overlaying everything else, which you can only close after a certain amount of time. You can only disable that by turning off JavaScript, which I don't generally, and GeneWitch neither, seemingly. And, it's not using some form of Internet-Explorer-only functionality, but plain CSS to do the overlay, so that you'll see the same crazy s... in any other browser you might happen to use, unless you disable JavaScript.
Anyway, the problem went away when I deleted my on-disk cache. Seems like Opera didn't reload the CSS-file for the forums (during a whole week, since I've had the problem), even though the on-disk copy was broken (whyever that happened)... Funny.
