Yes most likely some minister took some contract to build the bridge. Got money and bridge never got built. More digging is required, I hope journalist do that and report.

Well, failure to pay before the job was complete (or even started). Secondly, failure to report that news by the rail authorities that contracted someone to build the bridge.
I'd be interested to see what is uncovered on this one.
