That is entirely up to the game. Games ignore Windows' mouse settings if they provide their own mouse speed setting, which is most games.
It's really weird playing AssRev (which implements a kind of acceleration obviously optimized for gamepads) and then playing Fallout 3 (which does it pretty much linearly). At first, one keeps overshooting the target in F3.
It bears repeating:
