    I'm not sure whose DNS/whois you used to get that tidbit. I can't even guess what typo you made which let you think the IP has anything to do with the IRS. This is what I get:

    I can see the execs sitting around trying to think of a domain name.

    #2: "How about just company.com?"

    #1: *checks* "darnit that's registered.  Isn't there a way that you can host a website without a domain name?  Let's try that.  THE EXEC HAS SPOKEN!"

    Although it seems like a WTF, it actually makes the website immune from DNS cache poisoning (Though I'm sure it would of course still be susceptible to a MITM attack, redirecting the traffic at a specific hop).  I have seen quite a few US Government publications that list the actual IP rather than a domain name.
