Help with putting a XP machine on an NT Domain

I work as a network admin for a military base and we use an NT Domain and when we tried to replace an old windows 2000 machine with XP pro, the new machine says "Domain Controller cannot be contacted".
That's where all the troubleshooting steps came in so we tried the computer in our main server building it joins the domain fine there. The original computer works fine so it's not the connection. It's been a little bit since I've addressed the issue so if I'm missing details that are needed to solve my problem I'm sorry, I'll provide those as needed.
Also:
We're pretty sure it's not the NetBIOS over TCP/IP issue
And the security policies are set the way they should be, then again maybe we just suck at our job and they aren't.
