Since he was (basically) fired, it's still something that they aren't allowed to do.

By this cop's definition of being high to a lethal extent, where time starts slowing down really fast; I'm pretty sure that getting high is like going to meetings at my office...

Typical. Always look after their own. One rule for them and another for us. That's why in the UK the Crown Prosecution Service are separate from the police (though the main reason for that is the reverse situation; police make major effort to arrest, so are tempted fake evidence to secure conviction). He really should be charged because this is such a horrendous abuse of power. If he'd got the marijuana from a dealer or grown it himself it wouldn't be so bad.
Still, at least he didn't sell it.
