I would be careful... They could be using a very, very small font.
Or, you know, it says read the following license agreement carefully, so maybe you have to click "Next" to see the license agreement. (Ha ha only serious.)

You have to print it, sign it, and hand deliver it to their offices so that its legally binding.
Not actually putting the text there is a security measure to force you to do all of the above instead of just reading it and clicking next like you always do.

I've seen the same thing with nVidia display drivers:
Also, Intel's chipset drivers shipped with a placeholder instead of a license for quite a while (sadly, I don't have any screenshots).
