There is nothing inherent in a mainframe that prevents Agile practices nor effective DevOps. Back in 2013 I was involved in a project where the code ran on a Univac, there was a major cultural struggle, but the technology and techniques worked well enough.

I read the article. It used a lot of words to say, in essence, that a computer is a computer, and that it doesn't matter what size it is, it's still a computer, and that all this Agile and DevOps stuff merely requires a computer.
(No, I don't think that DevOps has any relevance to Engine Control Units, but that's because they are ECUs, not because they are computers.)
