It's not a terrible idea. We're not a social bunch and we tend to ignore old people. It good that there's now a minister for seeking these people out and getting them into large groups, before grinding them up for cattle feed.

This is a good thing. For being such a wealthy society we have a lot of unhappiness around that we don't seem to do anything to tackle.

While I agree on that general sentiment, IMHO the causes for this unhappiness are baked into the very foundations of our society, so this kind of initiative feels rather hypocritical.
