I'd guess that in most places, it's only enforced if it causes a problem (accident or near accident) and a police officer happens to be present to observe the incident. Since there are far more opportunities to jaywalk than there are police officers, only a tiny fraction of the violations are observed, and an even smaller fraction are deemed worthy of the effort to write up a citation.

I've almost been hit twice (in the 20yrs I've lived here) while walking to the train - 12 inches - almost needed new underwear. Both times, the car ran a red light.
Sounds like two cases in which you should have looked before crossing, even if you had the right of way. Because that doesn't mean a thing if some driver doesn't notice you; Newton's Laws trump the laws of the land every time.

In both cases, I was 3/4 the way across. Luckily, I had noticed them - "No, they're not... FUCK THEY ARE!"
