Note: I kinda expect this to end up in the garage, but I am not putting it there from the start in the hope that somebody can first explain what the hell it is supposed to mean.

I guess being able to direct a (person carrying a) compromised mobile phone to a certain geographical position could have some interesting security implications.

From what I've read, they were trying to get people to go to places where someone was shot by police and then catch and name the Pokemons they caught there after the person who was shot. The goal appears to have been to stoke racial tensions.

I'm pretty into Pogo and had never seen this prior to it being some conspiracy.
Where was this promoted? Where there any evidence of anyone doing anything?

Important paragraph (emphasis mine):
CNN has not found any evidence that any Pokémon Go users attempted to enter the contest, or whether any of the Amazon Gift Cards that were promised were ever awarded -- or, indeed, whether the people who designed the contest ever had any intention of awarding the prizes.

I've never heard of that. I have heard of muggers dropping whatever the Pokémon attractant is the game (I haven't played it for about a year so I forget) to attract victims. Fascinating from a social and technological perspective; also very disappointing from a human perspective.
