Timezones
Nope. Both the site concerned and I are in the same one.
This is a foible of the 'direct debit' system in the UK.

Time lag between when something needs to be submitted [there by becoming the "last"] and the time of execution (Still in the future)?

The request for payment goes through (a minimum of) 3 working days before the payment happens.
Note that the delay between the money being removed from one account and added to the other is essentially non-existent.

So that seems to support my hypothesis. :)

I paid my credit bill on Saturday (Aug 12). The confirmation message showed the date of the transaction as the 12th. The "pay my bills" page showed that the last bill paid to that account was on the 13th, the next day. The transaction log for the bank account that I paid from had the bill payment entry, dated Monday the 14th, two days from when I was looking at it.

Not uncommon for banks (And others) to date things as of Monday if they occur after the close of business on Friday....

I paid a bill on the 1st, the web UI shows the payment as being paid on the 1st, my bank indicates the transfer cleared on the 3rd, abut apparently the payment isn't going to be applied to my account until the 15th....
I had to call and have them reverse the late fee. ..... three times now.
apparently they never considered someone would pay their entire bill in teh first period of the "one year interest free financing"
I didn't want the whole year, but moving the charge out a month was nice.
I will be closing that line of credit when this clears and writing a scathingly snarky kiss off letter and physically mailing it to them wrapped around a brick.
