@gurth I didn't use vectors that much in Photoshop, but I think that like everything else, layers are the key.
Paths. Photoshop images have layers, and paths — where “paths” are just like layers, except they sit in a different tool window and contain only vector art.
It’s been several years since I tried (for the reasons I mentioned) so I decided to give it a go just now. First problem: I draw a rectangle path, and the “Apply stroke” button remains greyed out. After some fiddling around and searching it turns out that a) I’m not the only one with this problem, and b) it’s because the layer I was working on wasn’t rasterised. Yes, that’s something you’ll immediately think of yourself … in fact I only made the connection from the second-to-last post in a fairly lengthy thread on Adobe’s own forums, by which point the people trying to help there appear to have exhausted all other possibilities.

Uh, it's not really that difficult.
Rectangle tool:
Draw rectangle:
Set shape properties:
Hit enter:

Is that CC? I’m using CS6, where it’s like this:
Draw rectangle:
Set shape properties:
Um … okay, maybe if I use the white arrow and select the rectangle:
No … no properties either.
The only way I can find to apply a stroke or fill is in the Paths tool window.

Does this not work either?

Ah, but that’s not what I was doing: they’re setting it to draw a shape, whereas I was drawing a path. There doesn’t seem to be an easy way to edit a shape beyond moving it on the page, whereas a path has corners you can manipulate.
But even if I set it to draw a shape, I don’t get the elaborate properties for it that your screenshot showed:
(The scrollbar just hides a few more greyed-out buttons.)

@raceprouk I've learned that Visual Studio's crash recovery doesn't work on solutions with a space in their path. If it crashes with a solution in, say
C:\Source code
, loaded the attempt to auto restart fails with "could not find the file or directory C:\Source"Maybe I can "fix" 2010! It often crashes when I close it (about 1 out of 3 times) and restarts. This way it won't reopen the damn project!

Ahh, see, when y'all were talking about drawing a rectangle, I didn't realize you were instead talking about making a rectangular path.
Although at least in CC you can continue to manipulate the shape afterward.

Huh. The tutorial I linked shows the options up in the tool options bar below the menus though, so maybe putting them in the sidebar too is something that happened later.

Whereas I had never noticed before that you can draw shapes and pixels as well as paths.
Although at least in CC you can continue to manipulate the shape afterward.
It turns out you can in CS6 too, but as per usual for Photoshop it’s not immediately obvious. Now I’m really getting puzzled why this duplication of functionality exists at all … what’s the difference between a shape and a path, really?

I think the paths might be more general. When I try to make certain changes (dragging a single corner handle on the rectangle) it warns it will be converted to a path if I continue.

Because "Live Shape"s are so much more desirable than "Regular Path", right?
Just once, I'd like to have little "Why?" links in the dialog with a short description of why this box is bothering me with such an unobvious question...

@marczellm I don't have time right now, but if you use the flag system, usually one of us can do that for you
