Can't move to page 2 of Mafia category when logged out

Repro:

1. Log out
2. Enter the category menu, then find the Mafia category and enter it
3. Scroll down to pagination controls, then click page 2

Expected: Page 2 of the list of topics loads.
Actual: Page 2 loads for a split second, then redirects itself to page 1.

Haven't tested it with other categories. Page 3, however, works for some reason.
