Why Oracle only sell Virtualbox Enterprise licenses in packages of 100?

I need to use the extension pack that is only free for personal use, and our use don't fit on their description of personal use. I need only one license, and the Oracle store say the minimum order is 100.

I think the answer is right there in the name of the product: Virtualbox Enterprise.
In addition to being cash-grabbing cockholes, Oracle makes all of their money selling to big corporations, and couldn't care less about anyone else.
