Inconsistent post links

When highlighting and clicking the "reply" button the links generated are different.
- When the composer is not open the link uses the global post id.
- When the composer is open the link uses the topic / post number.
I'm not sure if this is the fault of the composer (which is technically a plugin) or the core.
