Puerto Rico never seems to actually get there. Sometimes for their own reasons, sometimes because of Congress'. And right now it looks like congressional reticence is most likely to deny/delay it, although PR as a whole doesn't seem to have much more favor for the proposition now than in 2012.
But the same thing can be said for DC, soAt least DC only seems to have the congressional problem.

IIRC, the prevailing opinion seems to be that for any state to legally secede it would require a constitutional amendment -- which would need approval by a 2/3rds majority of the state delegates -- which isn't especially likely to happen.
