There's this company called Venmo and they have an app (or course) that let's you send money to other people, because, hey let's re-invent the wheel one more time, and it's an app so it's automatically hip and cool.
But I digress.....
So, this guy sends his friend $42 to repay him for some beer and jokingly labels it "ISIS Beer Funds". He immediately gets an e-mail from Venmo wanting more information about this money. He tries to explain "The $42 was payment to a dear friend for two pitchers of Samuel Adams Boston Lager, minus his serving plus tip to the waitress, at the Slaughtered Lamb Pub (a much friendlier establishment than the name would suggest!) in a somewhat “hip” part of New York City’s West Village." (his rambling explanation, not mine).
He is then informed that "due to OFAC regulations, we are not allowed to give the funds back to you or issue a refund.” The OFAC is the Treasury Department’s Office of Foreign Assets Control, in charge of keeping money away from bad guys.
Which i guess could include NYC hipsters buying pitchers of Sam Adams beer.

ISIS was officially shut down by FBI in the episode "White Elephant" but is restored since the end of Archer Vice. Sadly, due to the events of "Drastic Voyage: Part II" this restoration was short-lived as the organization had been blacklisted by CIA, and those employed are unable to continue as spies.
So this isn't really all that surprising.

Google wallet is shutting down? What happens to funds in wallet? (I got a gift card for google wallet when I purchased my previous phone, $50, which I've only used like $12 of in the last couple years...)

As far as I can determine, @Lorne-Kates is full of shit. Google Wallet is only discontinuing its physical cards (which I didn't even know existed) effective June 30 this year.

Yeah, the physical wallet card is being shut down, apparently to "focus more on the primary focus of Wallet", which is sending money. Or something like that.

Google is discontinuing part of a product that people use. That will surely be followed up by renaming the remaining product, requiring Google+ tie-in, making it Android only, then shutting it down.
