- Generally worse actors
- Required by law to continue attending school/equivalent education during the filming schedule, limiting their available time and making the production significantly less productive
- Have a history of having abusive helicopter parents yelling at producers, stealing the actors' money, etc.
The reality of having teenager-looking teenagers isn't worth the headaches to the production company.

Try this some time.
Start casting for a film. It will take some time, but pick exactly the right actor to play a sixteen year old. In fact, pick someone who is sixteen himself.
Then, spend a few months mucking around making sure that the right producers get enough blow to make sure that the project goes ahead, and start filming a year later. Between shooting half of your scenes in London, half in Arizona, and then re-shooting half in Vancouver because of last minute script changes brought on by the producers, this will take two years and then you start editing.
By the time you finish, your perfectly cast sixteen year old will be nineteen. And not look a thing like he did when you started.
The thirty year old teenager you cast opposite him, however, will have slightly longer hair but otherwise look exactly the same.
Most films don't take nearly that long to complete, but when you throw in all of the extra costs involved with having a minor on the set, not being allowed to exploit them the same way you can an adult and having to deal with their parents for everything, it's not really worth it.

Definitely a lot more hassle for anyone under 18. Things like having to have teachers on the set, and only being able to work limited hours. And of course not being able to appear in some scenes. The day they turn 18, they can be worked until they drop or get fed up and walk off, and can be asked to do anything the script might require.
