On this page, try selecting the link which is the fifth bullet item in the first list of the largest (lower right) frame:
(It's the link titled “Official Guidelines for User Interface Developers and Designers.”)
I know for a fact the linked URL used to exist, because I bookmarked it last year. Conjecture on why it has been removed is left as an exercise for the reader.

Why encourage software makers to use best practices for free, when you can charge them for it?
